Updated vagrantfile with winrm and smb specific configurations.

Added and modified few lines in the vagrantfile, which

• uses winrm instead of ssh as communicator for windows guest
• explicitly set port forwards to bypass issues (with the vagrant-qemu v0.3.4 plugin)
• added smb-host to synced_folders to fix an issue as mentioned here

This is a huge amount of work amal has been experimenting on over the past few weeks really great to see it all come together
