calico: the hpc calico nodes won't configure the network until first non HPC pod is created in containerd 1.7+ #347

Describe the bug

This is related to https://github.com/projectcalico/calico/issues/6829. When using containerd 1.7 in process cluster config started working and so the kubeconfig passed in isn't used causing it to not be able to connect to api server.

This maybe be fixed in the latest calico versions that are yet to be released that have support for HPC in GA (https://github.com/projectcalico/calico/pull/7857).

This was masked by our testing since enabling containerd 1.7 since pods report healthy and we start deploying pods as part of the framework.

Additional context As of now, my plan is to not fix since should be resolved in next version and may require quiet a few changes across calico and the scripts.
