Fix vmservice extension name

[deepakkinni]

What this PR does / why we need it: VM service team changed their extension service name from "vmservice.cns.vsphere.vmware.com" to "vmware-system-vmop-webhook-service", reflecting the same thing in the storagequotaperiodicsync
