Support for a control plane controller and claims that are available on different nodes was removed from https://github.com/kubernetes-sigs/wg-device-management/pull/14 to get it into a mergeable state.
As "structured parameters" is not nearly capable enough to replace "classic DRA" (custom scheduling policies, network-attached devices), we need to bring back all fields that are needed for classic DRA.
