Update golangci-lint version to v1.45.2 #20

The additional - uses: actions/setup-go@v2 is needed based on instructions from https://github.com/golangci/golangci-lint-action#compatibility

Not sure why the GitHub actions are not triggering. Reopening the PR to see if it toggles.

Maybe it's a GitHub UI bug. When I reopen the issue I can briefly see the GitHub actions running in the back.
