What's the "system trust roots on the apiserver" #39

I get this in the definition of WebhookClientConfig, see here: https://github.com/kubernetes/api/blob/508b64175e9264c2a4b42b1b81d2571bf036cf09/admissionregistration/v1beta1/types.go#L555

I'm confuse with the description, what's the mean of system trust CA? the one shipped with distros that include verisign and the other root CAs? What about the CA of internal signer implemented in kubernetes? I mean CSR API of Kubernetes, is that CA a system trust roots on the apiserver?
