Allow users to specify how long the capacity is blocked in the check-capacity Provisioning Request #6555

Which component are you using?: clusterautoscaler

Is your feature request designed to solve a problem? If so describe the problem this feature should solve.: Yes, currently the booking duration for the check-capacity Provisioning Request is hard-coded to 10min. Users could use this field to pre-provision capacity in anticipation for a spike of usage.

Describe the solution you'd like.: ProvReqs should support a new parameter, which would control this valuse.
