Set State to InstanceCreating for nodes that failed to join cluster #6978

What this PR does :

Cluster Autoscaler only handles deleting of cloud-provider instances that do not join the cluster within the max-node-provision-time only if the state of the cloud-provider instance is set to InstanceCreating. [Code Link]

This PR is set to the state of cloud-provider instance which have failed to InstanceCreating.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
