Add new Makefile target to be able run CI jobs compiling the external cloud provider with latest k8s #653

Adding a new test-e2e-latest-k8s which runs the ./hack/switch-to-latest-k8s.sh before running e2e-tests

This target will be used in ci-cloud-provider-aws-e2e-with-kubernetes-master CI job
