Moving OWNERS to emeritus #852

Moves a set of owners to emeritus that haven't been active in this repo for a while.

What type of PR is this?

/kind cleanup

What this PR does / why we need it: As part of updating the owners, I'm cleaning up some folks that haven't contributed to this repo in a while. I will wait for them to confirm that it's safe to remove them, or that I should keep them on the list.

Which issue(s) this PR fixes: N/A

@justinsb @M00nF1sh @andrewsykim I don't see any recent activity from you, so I proposed moving you to the emeritus status. If you're good with that, +1 this PR. If you're still contributing and think access should be left as is, just comment and I'll remove you! I wasn't able to figure out how to see comment/approval history...
