Use 1.30 alpha.3 k8s packages #858

What type of PR is this? /kind feature

What this PR does / why we need it: As we near 1.30 launch, we need to start updating the k8s dependencies. Also, we need to get 1.30 packages to support additional labels for #855.

Which issue(s) this PR fixes: N/A
