• update the aws sdk go dependency inorder to support new partition (iso-e &iso-f) https://github.com/aws/aws-sdk-go/commit/6d6fb864ce88e0660695b74c39fc4aaaf4fe2884.
• cherry pick https://github.com/kubernetes/cloud-provider-aws/pull/707 to fix e2e test
