[cinder-csi-plugin] csi-cinder storage capacity #2597

Available capacity of disk storage

What this PR does / why we need it:

To ensure Kubernetes scheduler selects the optimal zone/region based on available disk capacity. Also to have statistics/alerts in cluster for the specific storageClass

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
