Rename oncall->on-call, add secondary on-call info #178

As discussed in our meeting today, we are adding a new on-call rotation. The idea is that somebody will be designated to assist the primary on-call person with any tasks which need a second set of eyes. That way there is somebody to ping for help who is planning to be around to help out.

Also, I renamed oncall to on-call since I think that's the usual way of writing it in English.
