Update blogging guidelines for Contribex Comms #415

Currently, the guidelines use a sequential approach to articles that are to be published in both contributor-site and website. Recent conversations have shown that this is not strictly correct: even if the revision first happen in contributor-site, there should be some equivalent content on the website PR.
