[release-1.32] Code Freeze for Ingress v1.32 release on branch:master #2723

Merges to the master branch will be blocked from Wednesday October 30th to Wednesday November 6th.

I will close this issue once the new release-1.32 branch has been created at the end of the freeze.

release-1.32 branch has been cut. Code freeze can be lifted.
