Stop using testrunner image #11347

stoppng use of the testrunner image was discussed on slack https://kubernetes.slack.com/archives/C021E147ZA4/p1714949494465679
The impact of this image is the extra work needed to maintain the process, ranging from updating components like ginkgo to the simple build promote etc
