Add kubectl plugin to GitHub release assets #8106

I'd like to be able to use the ingress-nginx kubectl plugin. However, I don't want to have to deal with yet another dependency management tool (krew), or have to manually build the binary myself. It would be preferable if the pre-built binaries were available for download in the GitHub release assets.
