Ensure k8s-infra billing report and data sources are owned by and billed to community

This is part of / will help explore the general issue of community-accessible Data Studio reports / data sources (ref: https://github.com/kubernetes/k8s.io/issues/1590)

Discussed in k8s-infra meeting 2021-02-03

We created a kubernetes.io account purely to own the billing report (ref: https://github.com/kubernetes/k8s.io/issues/509). But I'm not sure the billing report was ever transferred over

We should:

ensure the billing report and its data sources are not tied to the google.com g suite
ensure the billing report is owned by a non-google.com user:
- ideally, the k8s-infra-gcp-accounting@kubernetes.io group
- if group ownership isn't allowed, then ideally the wg-k8s-infra-billing@kubernetes.io user
ensure the data sources within this report are owned or editable by non-google.com users:
- ideally, the k8s-infra-gcp-accounting@kubernetes.io group
ensure the report remains visible but not editable by the kubernetes-wg-k8s-infra@googlegroups.com mailing list

@ameukam FWIW I had looked at that approach in https://github.com/kubernetes/k8s.io/issues/509 and hit this quote from your link:

You can only transfer ownership within your domain. For Google Workspace users, this means transferring to another person in your organization. For standard (non-Google Workspace) users, this means transferring to another standard user.

As far as I can tell the original report (and data source?) lives in the google.com organization, so we can't transfer
