Having an issue with my test cluster , my cluster was delete by mistake and iam trying to recreate my cluster back

Iam trying to recreate my cluster backup and iam getting this issue with elb aws . That my master node are out of service but I tried to play around the security group for both master and elb security group , any help I would appreciate
