docs: add policy for consuming and upgrading dependencies #2402

What this PR does / why we need it:

Improve documentation by communicating the project’s policy for consuming and upgrading dependencies

Adapted from Kubescape

Should pass https://clomonitor.io/docs/topics/checks/#dependencies-policy after merge

How does this change affect the cardinality of KSM:
