As Dynamic Resource Allocation and Device Plugins depend on CDI, Kubelet should check if CRI runtime supports CDI.
Not all CRI runtimes support CDI. It's is supported and enabled by default in
CRI-O >= 1.23.2
and supported, but not enabled by default inContainerd >= 1.7.0
Kubelet should issue a warning if runtime doesn't support CDI.
