Setup new steering commitee meeting time #185

With the recent change in steering committee members, we have more folks on the east coast now. Also with the daylight savings flip in November, it means all SC meetings would be at 12:30am for me :sob:

I've discussed this with other steering members already and we decided that we'd consider moving to a new meeting time.

I've posted a doodle link for the new meeting in the #steering-committee channel on slack.

/assign Assigning it to myself to update docs, etc based on the new time

For the record, the next public steering meeting (2nd November) would be at the old time (11am PT) because that's the only time all election officers are available for the retro.

We'll move to 9:30am PT for public meetings after Nov + all private meetings after today.
