Update elections.md for the 2021 election.

Oops, should have done this a week ago.

Changes several things to update for the current election:

updates dates
updates links
removes CIVS as a requirement
fixes some language around preference elections

At some point, we should fix elections.md so that we don't have to update it every year; I'll try for that after this election.
