Liaison role documentation

Problem Statement

SIG/WG Liaisons are specified (eg: https://github.com/kubernetes/community/pull/6231), but the specific role requirements and cadences of actions are not.

Proposed Solution

Document the liaison role, include a checklist of expected activities and the timing/frequency of those.
