Simplify unmatched path due to job_url_template #29911

We get constant logs like:

I believe this is mismatch from https://github.com/kubernetes/test-infra/blob/a26afab277fb962b2846f7eb5f48f70fee2fadea/prow/cmd/deck/main.go#L256 and https://github.com/istio/test-infra/blob/6b5a2d8bbc4d316ca35ac17adaa0d86b33d2e8c1/prow/config.yaml#L3
