Kops - migrate Rocky 8 jobs to Rocky 9

Rocky 8 AMIs are deprecated and no longer discoverable. Rock 9 was released in July 2022 and the last Rocky 8 AMI was published in November 2023 but is marked deprecated.

This migrates Kops' Rocky 8 jobs to Rocky 9.
