Add pull-cip-e2e-canary and pull-cip-auditor-e2e-canary jobs #32749

These are a copy of pull-cip-e2e and pull-cip-auditor-e2e jobs in the promo-tools repository that are running in the community cluster (k8s-infra-prow-build). If this turns out to work well, we'll change the original jobs (pull-cip-e2e and pull-cip-auditor-e2e) to run in this cluster.
