We need to move or eliminate pull-kubernetes-e2e-gce-big-performance and pull-kubernetes-e2e-gce-scale-performance-manual

That should unblock us to remove the other janitor / cleanup jobs.

To decide, we can either:

• make these share resources and queueing with the other 5k node jobs
• plan to spin up new 5k node community project(s) / boskos pool
• just remove them

We should decide ahead of the august migration deadline, the last discussion was not exactly definitive.

With a lack of response, I'm going to turn these down as part of https://github.com/kubernetes/test-infra/issues/33226

We can pursue one of the alternatives in the future, as needed. @kubernetes/sig-scalability
