@reylejano: This issue is currently awaiting triage.
SIG Docs takes a lead on issue triage for this website, but any Kubernetes member can accept issues by applying the triage/accepted
label.
The triage/accepted
label can be added by org members by writing /triage accepted
in a comment.
/priority awaiting-more-evidence
Sounds great. Can you write out why this is useful @reylejano ?
BTW, I expect that this will be a pain to implement and manage unless k/k provides that source data.

~This is now more feasible as we have the data available.~
I was thinking of feature gates, sorry.

This request is pretty solid when users want to upgrade their clusters from one release to the next. The users need to know which API(s) has been deprecated/removed and which ones are newly introduced. Some of the changes are about API group version changes, others are brand new API groups.
However, for this particular scenario, we cannot guarantee that existing workloads will run smoothly on a new release even if there are no API group version changes, because Kubernetes continuously introduce new fields and deprecate existing fields to/from resource kinds. Some fields are bound to feature gates while not all of them are. To make sure your cluster upgrade won't break your users, there is still a loooooong way to go.

This request is for a machine-readable file of deprecated / removed APIs similar to the Deprecated API Migration guide page
