Update Autoscaling Docs #4493

This is a...

Study the different kinds of autoscaling in Kubernetes: Pod, Cluster, DNS Service, other? Do we have the right topics? Are they positioned correctly in the table of contents? Should topics on the different kinds of autoscaling be isolated from each other, or should the be part of a coherent set? Put all autoscaling topics into the appropriate templates: Concept, Task, or Tutorial. Edit to comply with our style guide. Check for accuracy. Here are some of the existing topics: Horizontal Pod Autoscaling Walkthrough Horizontal Pod Autoscaling Autoscale the DNS Service in a Cluster Cluster Management

If anyone's picking this up, consider adding generic glossary terms to explain vertical and horizontal scaling as concepts (separate from HorizontalPodAutoscaler & VerticalPodAutoscaler).

The docs for HPA are better than in 2017, but IMO still not that reader-friendly.
