Use vector images for CPU Manager blog article

Problem: Blog article Kubernetes v1.31: New Kubernetes CPUManager Static Policy: Distribute CPUs Across Cores uses raster images. These don't render clearly and are hard to localize.

Proposed Solution: Find the images used in content/en/blog/_posts/2024-08-22-cpumanager-static-policy-distributed-cpu-across-cores/ and redraw them as SVG.
