Problems in paragraph navigation #48397

This is a global problem. The right paragraph navigation within the article page should always be visible. The current situation is that the right paragraph navigation is not visible after scrolling down the page.

We could make a discussion for this, but I actually think it's pretty settled that the status quo is OK.
