It looks like there's something going on with Ubuntu 21.10 that simply does not make this work with just the instructions given here. I also had to add systemd.unified_cgroup_hierarchy=0 to /boot/firmware/cmdline.txt before it would properly work.

Edit: this was only enough to allow me to debug the problem. I don't have it working yet.
