Fix synchronization cache #605

This PR fixes synchronization caching.

Follow-up of #599 and needed for https://github.com/kubeshop/vscode-monokle/pull/92.

As below.

Fixes

Fixed issue with forceSynchronization method (and underlying cache clearing) which would still read previous, existing suppressions from cached file.
Fixed issue when if repo owner project changes, previous cache (if exists) will be used.
Fixed typings for toggleSuppression response.
Fixed wrong cache file extension.
