Missing multi-resource actions in compare

when comparing resources to a cluster, and selecting several of them - there are no actions available for the selected resources. I would expect at least Deploy, Revert (if possible)

As designed originally, bulk selections trigger a button below, depending on the "direction" of the action.

• Bulk action CTA is hidden/inactive until user starts selecting comprarisons
• If there are several actions available we use a split-action button, having the main/most common action in the main label and the rest hidden under a dropdown icon.
