As a software engineer, I want to be sure to not decrease the quality of my product.

Implement quality gate checks that

Each PR can't lower Code Coverage metrics (e.g. CC of main==35%, CC of feature-branch==34.5 -> block, don't block when CC equals)

@exu, looks like Coveralls is integrated, but no thresholds are set. Is this ticket still relevant?
