This PR fixes #47.

Changes

Reworked overwriteRemotePolicyUrl as origin setting. It can be now set anytime and extension will react accordingly.
Reworked a bit how extension is initialized and global/runtime context handled to simplify code.
Added better handling of "local mode" - meaning when user is offline or origin value invalid, extension still will function correctly (without login/sync abilities).
