Add KubeSphere Helm Chart to Artifacthub.io #326

Artifact Hub is a web-based application that enables finding, installing, and publishing packages and configurations for CNCF projects. There is a KubeSphere Helm Chart in the ks-installer repository. It would be a good channel for people to find KubeSphere. https://artifacthub.io/

@pixiake Please let us know when the ks-installer been upgraded to v3.1.0. Then we will add it to Artifacthub.io.
