Devops supports called kubesphere notification?

What's it about?

kubespere notification can be devops called.

What's the reason why we need it?

I want to give myself feedback when building the code. It is hoped that the built-in notification can be called to realize notification pinning, enterprise wechat, feishu, etc.

I believe this is an important feature for Kubesphere. There're a few use cases:

• devops: git clone -> unit test -> notification(kubespherer notification) -> build -> deploy ->notification(kubespherer notification)

@yexk what you're suggesting is what we want to add as well. KubeSphere's notification powered by Notification Manager is very powerful and should be used by all components in KubeSphere
