Add doc to introduce etcd monitoring #2390

The guide on how to enable ETCD monitoring is missing from the KubeSphere website, but it could be found in ks-installer. It should be added to the documentation site.

There is a new blog to elaborate on the issue and troubleshooting solution of KubeSphere etcd monitoring written by @devops. Can we add a guide on how to enable KubeSphere etcd monitoring?
