Several small fixes and improvements in kvci

kvci lanes are marked as succeeded long after they are done. Added make cluster-down trap to solve it. This should short the kubevirtci lanes duration from 30-35 minutes, to ~20 minutes.
bump ginkgo to 1.20.1
simplify test build using the new ginkgo -o flag
on deploy.sh, use kubectl wait instead of manually polling HCO.
