Update docker image to alpine:3.17 and update golang packages with vulnerabilities #206

What this PR does / why we need it: This PR updates the base image for the plugin and resolves some of the Golang vulnerabilities reported by Grype.

I'm waiting for a kubevirt member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
