Obtain permission to advertise Cloudflare on index page #780

What happened: The initial index page update pull request was open for 6 weeks. During this time frame we were unable to obtain permissions to advertise Cloudflare.

Let's find the Cloudflare representative and obtain explicit permission to advertise.

What you expected to happen:

Anything else we need to know?: The data is in place. We just need to uncomment here
