Missing CONTRIBUTING.md #784

Is this a BUG REPORT or FEATURE REQUEST?: /kind bug

What happened: When clicking on details for the DCO signoff task in a PR, it redirects to a CONTRIBUTING.md that doesn't exist

What you expected to happen: Get redirected to an existing CONTRIBUTING.md file.
