Fixed #817, Moving Netlify configuration to local toml #818

What this PR does / why we need it:

Created netlify.toml so that Netlify build config can be controlled via file in git
Removed 'links:test_external', 'links:test_internal' from Rakefile so that duplicate link checking no longer occurs
It appears check_selectors is broken again. Moved the whole script to it's own Makefile target so it doesn't interfere with normal link checking.

Fixes #817
