kind,vgpu: Introduce v1.30.0 kind provider for vgpu test lanes #1210

What this PR does / why we need it:

The current vgpu provider uses kubernetes v1.27 which is no longer supported by the kubevirt main branch.

Updated the provider to use kubernetes v1.30 and kind v0.23.0.
