referee, prow: update metrics for commit changes

What this PR does / why we need it:

In cases where there's a push to a PR (which is marked by the synchronize action 1) we need to update the metrics on PRs, since the number of retests has very likely changed.

We also remove the bazel(isk) calls from the Makefile to use go only.
