kubevirt,periodic: Use pr-creator image for bump-rpms periodic job #3619

What this PR does / why we need it:

bump-kubevirt-rpms-weekly has been failing due to the pr-creator tool not being available[1]

Update the job to use the dedicated pr-creator image
