policy building: ensure wasm-opt is installed #105

This is required by Wasi policies to reduce their size. Other policies might take advantage of that in the future.

@kubewarden/kubewarden-developers: please take another look, I've done a force push. Now the installer fetches the binaryen release from the GitHub page, since ubuntu has older packages as pointed out by @fabriziosestito .

Once this is merged I'll tag a new version
